Historical outline


April 4, 1950
The Parliament passes the act establishing the Central Institute for Labour Protection (Centralny Instytut Ochrony Pracy - CIOP) in place of the Institution of Safety Devices and Occupational Hygiene (WUBiH) functioning from 1937 till 1939 and after the second world war - from 1947. At first CIOP was housed in Warsaw, Tamka 1, in the buildings of total area of 1600m2 taken from the WUBiH.

May 26, 1950
Granting statute for CIOP (Ordinance of the President of National Commission for Economic Planning - PKPG) thanks to which the Institute gained, among other things, legal entity, rights to issue scientific and popular publications in the field of labour protection and to manufacture occupational health and safety equipment.

The first director of CIOP was Prof. Ludwik Taniewski, his deputy directors being Andrzej Mazurkiewicz, M.Sc. for scientific research and Julian Horbaczewski, Associate Professor.

Scientific Council supervised and directed work in CIOP; its first president was Prof. Ignacy Malecki.

The Institute consisted of nine departments: Methodology and Organisation of Occupational Health and Safety, Ventilation and Air Conditioning, Chemistry, Design, Electric, Mechanics, Agriculture, Physiology and Occupational Hygiene as well as Personal Protective Equipment. There were also four other departments in Kraków, Bytom, Łódź and Gdańsk.

1951
The beginnings of the Centre for Scientific-Technical Documentation and the scientific library in the field of occupational health and safety.

1951
Establishing of CIOP's Editorial Committee, whose task was to edit and publish "Prace CIOP" ("Work of CIOP"), a quarterly, and "Biuletyn CIOP" ("Bulletin of CIOP").

October 8, 1952
PKPG President's Ordinance No. 322 put on CIOP the obligation to approve personal protective equipment designs for manufacturing.

March 1, 1956
Supervision of the work of the Institute (by virtue of act No. 42 of Presidium of the Government) is taken over by the Central Council of Trade Unions. The structure of the Institute changes.

1961
CIOP's Centre for Scientific-Technical Information becomes the National Information Centre for Occupational Safety and Hygiene in close cooperation with International Occupational Safety and Health Information Centre (CIS) in Geneva.

1965
Stanisław Frankiewicz, Ph.D., becomes CIOP's next director.

1969
Lech Kochański, M.Sc., takes over the duties of the director. Prof. Dionizy Smoleński becomes new president of the Scientific Council. Another reorganisation of the Institute follows.

January 1, 1973
Supervision of the Institute's activities, by act of the Council of Ministers No. 294 of November 24, 1972, is given to the Ministry of Labour, Wages and Social Affairs.

October, 1973
Prof. Jerzy Olszewski becomes the new president of the Scientific Council which establishes their three problem sections of: Working Environment, Economic-Legal and Ergonomics as well as two commissions for: Planning and Reporting Assessment and Personnel Qualification.

November, 1973
New Department for Occupational Adaptation of the Disabled is created.

October, 1974
Stanisław Dąbrowski, Ph.D., Associate Professor, becomes the new director. Prof. Stanisław Paszkowski is elected president of the Scientific Council.

November, 1981
Prof. Jan K. Kostrzewski chairs the new Scientific Council.

1984
The Institute chairs and runs the secretariat for the Interdepartmental Commission for Updating Threshold Limit Values of Harmful Agents in the Working Environment.

December, 1985
Construction of the Institute's new building in Warsaw in Czerniakowska 16 started.

September 12, 1989
Prof. Danuta Koradecka becomes the Institute's director.

February, 1990
Prof. Jan K. Kostrzewski again becomes president of the new Scientific Council.

June, 1991
Prof. Adam Lipowczan becomes another president of the Scientific Council.

1992
Opening of the Institute's new seat in Warsaw in Czerniakowska 16 (total usable area of 6680 m2).

July, 1992
Renovation and adaptation of the building in Łódz in Wierzbowa 48 for the Department of Personal Protective Equipment came to an end (the building purchased in 1990; total usable area: 714 m2).

December 19, 1994
Polish Office for Testing and Certification (PCBC) accredits the Institute as a body certifying machines, manufacturing devices as well as personal and collective protective equipment under the national certification system (accreditation certificate No. 18/Cw-02/1/94).

November 15, 1995
PCBC accredits the Institute's testing laboratories (accreditation certificate No. L 38/1/95).

December 6, 1996
Central Commission for Scientific Titles and Degrees gave the Institute rights to confer doctorates in the area of Environmental Engineering.

2000 (15 March)
The Institute receives accreditation allowing it to certificate occupational safety and health managment system.

2000 (18 May)
The Institute obtains accreditation as the body certifying the competene of staff working in the area of occupational safety and health.

2001
The Ministry of Labour and Social policy entrusted the Institute the function of the National Focal Point of the European Agency for Occupational Safety and Health (Bilbao).

2002 (5 November)
The Institute was awarded the status of a State rsearch institute by way of a resolution of the Council of Ministers of 5 November 2002.
