Filozofia STOP- dobór środków ochrony indywidualnej

Dzień dobry. Ostatnio miałem przyjemność uczestniczyć w szkoleniu związanym z czynnikami biologicznymi na stanowisku pracy. W czasie szkolenia Pan dr Marcin Cyprowski zaprezentował Filozofię STOP ( środki systemowe, techniczne, organizacyjne, indywidualne). W związku z tym, że jestem w trakcie pisania pracy magisterskiej, w której znajdują się zagadnienia związane ze środkami ochrony indywidualnej, chciałbym bardziej przybliżyć i omówić powyższą filozofię.

Dlatego zwracam się do Państwa z prośbą o podanie jakieś ciekawej pozycji, która jest dostępna w sieci. Znalazłem artykuł w Internetowym Archiwum Wydawnictw Komunalnych, wydany w 2011 roku „Narażenie na aerozole bakteryjne”, w którym została przedstawiona filozofia. Problemem jest pozycjonowanie tych słów w przeglądarce, przez co mam trudności ze znalezieniem tego czego szukam.

Proszę o podanie lub udostępnienie jakiś informacji bądź artykułów o filozofii STOP w języku Polskim lub angielski.

W odpowiedzi na zadane pytanie należy powiedzieć, iż filozofia S.T.O.P. zakłada zhierarchizowane podejście do ochrony osób zatrudnionych przed czynnikami szkodliwymi, w tym biologicznymi. Przyjmuje się, że najpierw powinno się wprowadzać zastępowanie (ang. Substitution) substancji szkodliwych mniej szkodliwymi i/lub Systemowe środki ochrony (odpowiednie akty prawne), następnie w obrębie konkretnego zakładu – Techniczne i Organizacyjne środki ochrony i dopiero na końcu środki ochrony indywidualnej (ang. Personal).
Założenia zhierarchizowanego podejścia do ochrony osób na czynniki szkodliwe w środowisku pracy zostały sformułowane w Artykule 6 Dyrektywy Rady 98/24/WE z dnia 7 kwietnia 1998r. w sprawie ochrony zdrowia i bezpieczeństwa pracowników przed ryzykiem związanym ze środkami chemicznymi w miejscu pracy (czternasta dyrektywa szczegółowa w rozumieniu art.16 ust.1 dyrektywy 89/391/EWG). Zawarte tam zapisy dla czynników chemicznych w równym stopniu odnoszą się także do zagrożeń biologicznych.
W Polsce, po raz pierwszy zagadnienie to w odniesieniu do czynników biologicznych, zostało przedstawione podczas prac ekspertów w trakcie realizowanego polsko-niemieckiego projektu tweeningowego PHARE pn. „Wdrażanie prawa pracy w zakresie bezpieczeństwa i higieny pracy włączając czynniki biologiczne”, którego celem była pomoc w implementacji do prawodawstwa polskiego zapisów Dyrektywy 2000/54/EC, co zakończyło się przygotowaniem zapisów rozporządzenia Ministra Zdrowia w sprawie szkodliwych czynników biologicznych dla zdrowia w środowisku pracy oraz ochrony zdrowia pracowników zawodowo narażonych na te czynniki. W sposób szczególny uwzględniono je w materiałach szkoleniowych przygotowanych podczas realizacji tego projektu, które są dostępne w Pracowni Zagrożeń Biologicznych Centralnego Instytutu Ochrony Pracy – Państwowego Instytutu Badawczego w Warszawie.
