Economic aspects of using acoustic maps
Adam Lipowczan

The main project in the domain of environmental acoustics, executed over the last decade, were activities related to working out strategic acoustic maps for cities with population exceeding 100 thousand, as well as those for main roads and railways. Work on maps for cities with population exceeding 250 thousand, and roads and railways of international importance have been completed, while acoustic maps for cities with population of 100-250 thousand are still under preparation. These documents are gradually sent to the EU Central Office in Brussels. Developing the first maps has cost about 24 million PLN. It is estimated that the total cost of the project, which results from the provisions of EU Directive No. 49 and Polish Environmental Act, will be exceed 100 million PLN. Acoustic maps are to provide a basis for preparing programmes of protection against excessive environmental noise. Do they really do that? Are they able to? This paper presents the author’s reflections on the economic consequences of programming actions to reduce the environmental noise in the context of such actions in other EU countries.

Evaluation of hidden costs of sick leave
Małgorzata Pęciłło

Bad health conditions result in higher absenteeism and lower productivity at work. Indirect costs of absence, i.e., costs not related to direct payments and costs of presence of ill employees at work, are very difficult to estimate. This article presents a methodology and assessed costs of absenteeism and presenteeism in 3 enterprises.

Essential rules of calculating required clothing insulation IREQ (2)
Andrzej Sobolewski

In the second part of the article, the terms: basic, effective, resultant, and required (IREQ) clothing insulation are explained, as well as what connects those terms. Also, in the second part a computer programme for calculating: IREQminimal and IREQneutral indexes, employee’s duration limited exposure (DLE) in a cold environment, and a required recovery time (RT) in case of wearing clothing of insufficient thermal insulation is presented. An interpretation of the term “cold microclimate” worded in Dziennik Ustaw [Journal of Laws] No. 274, item 1621 and the purpose of evaluating the uncertainty of IREQ index were considered by the author as well.

Monitoring technical condition of harnesses used in personal equipment protecting against falls from a height
Krzysztof Baszczyński

Full body harnesses and belts for work positioning and restraint are the examples of  harnesses most frequently used in personal systems protecting against falls from a height.  The harnesses are exposed to many hazardous factors – mechanical, chemical, thermal, etc., which cause the loss of protective parameters and potential serious risk for their users.  Therefore, it is necessary to monitor the technical condition of such harnesses throughout the period of their use.  The inspections should be carried out both by the users and by personnel specially trained for that purpose.
The paper indicates what should be checked in the harnesses to determine whether they have lost their protective parameters and how such checks should be performed. It also presents photos of typical damages requiring withdrawal of the equipment from use and methods of manual control of appropriate performance of mobile elements.  The main aim of the paper is to supplement the information provided by the manufacturers in the instructions for use  accompanying the protective equipment.
