Abstract

Development of detailed guidelines on creating safety reports for individual groups of hazardous installations

Project summary:

"The task consisted in analysing programmes of preventing accidents and technical solutions for safety required in safety reports, according to the Seveso II directive and, in Poland, the Law on Protecting the Environment. New framework guidelines on creating safety reports were developed: examples of documents on the policy of preventing major industrial accidents and process risk management programmes were presented; requirements for risk analysis and examples of analyses for safety reports were presented; preliminary hazard analysis (PHA) method and semi-quantative risk assessment with layers of protection analysis (LOPA), using the example of distillation of drain fractions, was presented; solutions used in PKN Orlen were discussed and analysed; the latest solutions in safety management, in accordance with the requirements of the Seveso II were discussed; a safety management system was discussed from the point of view of actions and solutions in the area of managing major industrial accidents; a checklist on an integrated safety system, which is to help the management survey the management system and operation programmes in an establishment, was listed; a general checklist on an assessment of technical solutions important for storage installations, developed according to the requirements of American Institute of Chemical Engineers was listed."
